摘要
高中教育是义务教育和高等教育连接的重要纽带,县域高中教育在国民教育中具有重要作用。然而县域高中教育质量受师生资源流失、经费投入不足、招生机制不合理等问题的限制。运用理性选择制度理论对我国县域高中教育高质量发展政策进行解读和分析,发现存在政策公平、问责制、适应性三个方面的问题。其根源在于教育发展主体在有限理性的支配下形成行动偏好并由此作出理性选择,进而影响教育质量及教育生态的发展。我国县域高中教育高质量发展政策的完善应实现教育公平、均衡教育资源结构调整,同时完善配套制度,增加制度的社会适应性和弹性。
High school education is an important link between compulsory education and higher education.County high school education plays an important role in national education.However,the quality of high school education in the county is limited by the loss of teachers and students resources,insufficient investment of funds,unreasonable enrollment mechanism and other problems.This paper uses rational selectivism to interpret and analyze the high quality education policy of county in China,and finds that there are three problems in policy fairness,accountability system and adaptability.The root of the problem lies in the formation of action preference and rational choice by the education development subject,which impacts on the quality of education and the development of education ecology in the county high schools.To perfect the policy of high quality education in our county,we need to realize education fairness and balance the structure of education resources.At the same time,the supporting system should be perfected to increase the social adaptability and flexibility of the system.
