疫情防控背景下首都村委会公共卫生委员会建设现状——以H区为例

Study on the construction status of public health committee of capital village committee under the background of epidemic prevention and control——Take District H as an example

以北京市H区为研究现场,通过多阶段分层抽样的方法,选取3个乡镇15个行政村,对村干部、村医和村民3类人员共64人进行个人深入访谈,发现公共卫生委员会中成员多由村书记和两委委员兼任,责任分工初步形成,在疫情防控过程中发挥了组织和协调作用,但在具体工作方面仍然与村委会的工作职责交叉重叠,运行过程中缺乏专项经费,与各部门之间联系不太紧密,内部尚无各项制度保障。提出了理顺公共卫生委员会的管理体制,并将其运行情况纳入基层政府对村委会的考核;通过配套专项经费,建立工作例会制度等举措来保障公共卫生委员会的有效运行等建议。

This study takes H District of Beijing as the research site.15 administrative villages in 3 townships and towns are selected through multistage stratified sampling method.A total of 64 village cadres,village doctors and villagers are interviewed in depth.It is found that the members of the public health committee are mostly the village secretaries and members of the two committees.The division of responsibilities has initially formed,which has played an organizational and coordinating role in the epidemic prevention and control process.However,the specific work still overlaps with the work responsibilities of the village committee.There is a lack of special funds in the operation.There is no close contact with various departments,and there are no internal institutional guarantees.It is suggested to rationalize the management system of the public health committee,incorporate its operation into the assessment of the village committee by the grass-roots government,and ensure the effective operation of the public health committee through supporting special funds and establishing a regular meeting system.
