Research on Maturity Model of"Four Characteristics"Detection:Take the"Goverment Online-offline Shanghai"as an Example

“四性”检测是《档案法》明确提出来保障电子档案“来源可靠、程序规范、要素合规”的重要手段。然而在实际推进过程中面临着存量应用改造难、应用数据治理差异大、管理难度高的挑战。文章提出了一种无须改造“异构”系统,且可分级分层推进的“四性”检测模型。

The"four characteristics"detection is an important means to guarantee the"reliable source,standardized procedure and compliance of elements"of electronic archives which is clearly put forward by the Archives Law.However,in the process of actual promotion,it is faced with the challenges of difficult transformation of current applications,large differences in application data governance,and high management difficulty.In this paper,a"four characteristics"detection model is proposed which can be advanced in different stages and layers without modifying the heterogeneous system.
