数字经济区域协同是当前新经济形态下的必由之路,既为传统要素赋予新的价值,又衍生出新的规范与规制需求。数据要素合规是数字经济区域协同的前提,从社会与个体的维度看,个人数据权利意识的诞生与出现,表面上是数字经济发展的阻碍,本质上对是既往积弊的修正;从效率与公平的角度看,数字经济兼具经济与发展的价值目标。数字经济区域协同的框架性规制方案为:促进数字经济联动区域一体化发展的双重价值目标“互嵌”;合理调整政府与市场在推动区域内数字经济发展上的功能配置;加强数字经济联动区域一体化发展的立法协调、政策协调和协议协调。

Regional collaboration in the digital economy is the only path under the new economic paradigm.It not only gives traditional factors new value but also derives new norms and regulatory demands.The regulatory compliance of data elements is the premise for regional collaboration in the digital economy.From social and individual perspectives,the emergence of personal data rights awareness,while seemingly a stumbling block to digital economic growth,essentially corrects accumulated malpractices.From efficiency and fairness angles,the digital economy possesses both economic and developmental value goals.The framework regulations for regional collaboration in the digital economy are:Promoting the“embedding”of dual value goals of economic digital linkage and regional integrated development;reasonably adjusting the functional configuration of government and market in promoting regional digital economic growth;strengthening legislative,policy and protocol coordination for regional integrated development of digital economic linkage.
