文化润疆背景下农村公共文化服务供给效率研究——以新疆M地区为例

公共文化服务作为一种基本公共产品,是满足人民群众精神文化需求的主要途径。为实现新疆文化富民的目标,国家实施包括文化润疆在内的一系列重要战略举措。新疆南疆地区是新疆社会发展、实现新疆社会稳定和长治久安总目标的重点和难点区域。该文以南疆M地区为研究对象,运用DEA方法对南疆农村公共文化服务供给效率进行实证分析,提出提高供给效率的对策。加快农村公共文化服务人才培养,确保持续的农村公共文化服务财政投入,完善群众的需求反馈机制,加快公共文化服务设施网络化和电子化建设。

Public cultural service,as a basic public product,is a main way to meet the spiritual and cultural needs of the people.In order to achieve the goal of enriching the people through culture in Xinjiang,the country has implemented a series of important strategic measures,including cultural enrichment in Xinjiang.The southern Xinjiang region is a key and difficult area for Xinjiang's social development,achieving the overall goal of social stability and long-term peace.This paper takes the M region of southern Xinjiang as the research object,and uses the DEA method to empirically analyze the supply efficiency of rural public cultural services in southern Xinjiang.The paper proposes countermeasures to improve supply efficiency:accelerate the cultivation of rural public cultural service talents,ensure sustained financial investment in rural public cultural services,improve the feedback mechanism of public demand,and accelerate the network and electronic construction of public cultural service facilities.
