高标准农田建设与特色农业协调发展研究——以山西省为例

新时代以来,高标准农田建设和特色农业发展是我国进行“三农”工作的重要内容。高标准农田建设关系到我国的粮食安全,决定着饭碗能否牢牢端在中国人自己手中。特色农业的发展是我国农业供给侧结构性改革中重要的一环,也是建设农业强国的重要手段。高标准农田建设和特色农业发展存在用地上的重合和相对。该文以山西省为例,通过分析山西省高标准农田建设和特色农业发展现状,研究得出协调二者关系的对策:制定高标准农田建设和特色农业发展的综合性规划;细化高标准农田建设分区,利用优等区高效益建设高标准农田,同时兼顾特色农业的发展;运用现代信息技术严格管护高标准农田建设区域,同时开拓特色农业发展区域;评估重合区高标准农田建设和特色农业发展二者的综合效益,通过“占补平衡”协调用地矛盾;融合高标准农田建设和特色农业发展,拓展高标准农田的新功能带动特色农业发展,延长农业产业链。

Since the new era,the construction of high-standard farmland and the development of characteristic agriculture are the important contents of the work of agriculture,rural areas and farmers in our country.The construction of high-standard farmland is related to China's food security and determines whether the rice bowl can be firmly in the hands of the Chinese people.The development of characteristic agriculture is not only an important part of China's agricultural supply-side structural reform,but also an important means of building an agricultural power.There is overlap and relative in land use between high-standard farmland construction and characteristic agricultural development.Taking Shanxi Province as an example,this paper analyzes the present situation of high-standard farmland construction and the development of characteristic agriculture in Shanxi Province,and puts forward the countermeasures to coordinate the relationship between them:to formulate a comprehensive plan for the construction of high-standard farmland and the development of characteristic agriculture;refine the division of high-standard farmland construction,make use of high-benefit areas to build high-standard farmland,and give consideration to the development of characteristic agriculture.We should use modern information technology to strictly manage and protect high-standard farmland construction areas,while opening up characteristic agriculture development areas;we should evaluate the comprehensive benefits of high-standard farmland construction and characteristic agriculture development in coincidence areas,and coordinate land use contradictions through"occupation-compensation balance";we should integrate the construction of high-standard farmland with the development of characteristic agriculture,expand the new functions of high-standard farmland to promote the development of characteristic agriculture,and extend the agricultural industry chain.
