合村并社后农村社区治理现状及改进措施——以四川省南部县X社区为例

乡村治理是国家实现现代化进程中必不可少的一部分,合村并社是进行乡村治理的重要步骤,是实现治理体系和治理能力的现代化重大改革。四川省在全省实行的村级建制调整改革,是将有力资源进行整合,引进人才,利用新技术和新办法,实现社区治理的现代化,进而推动国家治理体系和治理能力现代化的进程,促进国家全面推进乡村振兴。合村并社后X社区出现人口空心化、老龄化,集体产业见效不高,自治机制不健全,村民自治参与意识不足等实际问题。对这些问题进行探讨并加以解决,以便于更好地实施社区治理,更加高效地推进乡村振兴。

Rural governance is an indispensable part of the process of national modernization.The integration of villages and communities is an important step in rural governance and a major reform to realize the modernization of governance system and governance capacity.The adjustment and reform of the village-level organizational system implemented in Sichuan Province is to integrate powerful resources,introduce talents to make use of new technologies and new methods,realize the modernization of community governance,and then promote the modernization of the national governance system and governance capacity.We will promote the revitalization of rural areas in an all-round way.After the merger of villages,there are some practical problems in X community,such as hollow population,aging,low efficiency of collective industry,imperfect autonomy mechanism,lack of awareness of villagers'autonomous participation and so on.These problems are discussed and solved in order to better implement community governance and promote rural revitalization more efficiently.
