党的十八届三中全会以来,混合所有制企业蓬勃发展,成为党的领导与党的建设的全新工作领域。混合所有制企业作为市场主体,以经济效益和所获收益的最大化为根本目的,其产权关系、领导体制和经营机制都与传统企业存在较大差异,这种差异使得混合所有制企业党建工作的任务更为繁重、内容更为具体、综合要求也更高。新时期混合所有制企业党建工作应当在与混合所有制企业改革发展的同步谋划中,通过党组织直接作用机制、间接作用机制、监督机制和加强党组织自身建设,将党组织的“三个作用”相结合,激活党组织作用发挥的生命力,为混合所有制经济健康发展提供根本保证。

Since the Third Plenary Session of the 18th CPC Central Committee,mixed-ownership enterprises have developed vigorously and become a new field of work for party leadership and party construction.As the main body of the market,mixed-ownership enterprises take the maximization of economic benefits and gains as the fundamental purpose,and their property rights relationship,leadership system and management mechanism are quite different from traditional enterprises.This difference makes the party building work of mixed-ownership enterprises more heavy tasks,more specific content and higher comprehensive requirements.The party building work of mixed-ownership enterprises in the new period should combine the"three roles"of party organizations through the direct mechanism of the party organization,the indirect mechanism of the party organization,the supervision mechanism and the strengthening of the party organization itself in the synchronous planning of the reform and development of mixed-ownership enterprises,activate the vitality of the role of the party organization,and ensure the benign development of mixed-ownership enterprises.
