江西省职业教育创新发展高地政策的特征体认与价值探析——基于12份职教创新发展高地政策文本的Nvivo分析 被引量:1

摘要 政策是推动教育改革和发展的主要方式。江西省作为全国第三个部省共建国家职业教育创新发展高地的省份,在部省共建职教高地启动后立即出台一系列政策为高地的建设开路。运用Nvivo12质性软件对江西省人民政府和11个设区市颁布的12份高地政策文本进行分析,可体认江西省职教创新发展高地政策具有坚持体系为重、融合为法、德育为先和选聘制度改革等特征。对政策背后的价值进行审思可知,江西省职教创新发展高地政策的价值存在于作为价值客体的高地政策与作为价值主体的社会和个体的相互作用之中,表现为高地政策对社会和个体需求的满足程度,其价值起点是满足学生发展,价值逻辑基础是适应经济发展新常态,价值边际溢出是服务国家发展战略。 The policy is the main way to promote educational reform and development.Jiangxi province,as the third national vocational education innovation and development highland jointly built by the ministry and province,immediately issued a series of policies to pave the way for the highland construction.Taking 12 highland policy texts issued by Jiangxi Provincial people's government and 11 districts and cities as the research object and using Nvivo12 quality software to analyze the texts,we can recognize that the highland policy of vocational education innovation development in Jiangxi province has the characteristics of adhering to the system,integration as the method,moral education as the first and the reform of recruitment system.For reflection,the policy behind the value of vocational education innovation and development in Jiangxi province highland policy value exists in the high ground as the objects of value policies and as the main body of the value of the interaction of social and individual,characterized by high policy for social and individual demand satisfaction degree,its value starting point is to meet student development,value logic basis is adapt to the new normal economic development,value marginal spillover serves national development strategy.
