上下有序与耦合协同:乡村治理绩效的实现路径——基于“全国乡村治理典型案例”的扎根理论研究

Upper and Lower in an Orderly Fashion and Coupling Coordination:The Realization Path of Rural Governance Performance——Based on the Grounded Theoretical Analysis of“Typical Cases of National Rural Governance”

乡村治理处于国家治理的基础性位置,面临着探索“棘手问题”治理策略、提升治理绩效的现实要求。以三届“全国乡村治理典型案例”为样本,采用扎根理论研究方法对“乡村治理绩效何以实现”进行解析,研究发现:地方党委政府以自上而下的政治推动和统筹管理进行设计引导,乡村社会以自下而上的村级组织激活和公共规则重构促成集体行动,两者在内部有序运行的前提下,从“个体-组织”行动者和“价值-空间-载体”要素两个层面形成耦合协同,构成了乡村治理绩效实现的“上下有序与耦合协同”模型。扎根中国故事,归纳实现乡村治理绩效的中国智慧,能够为推进乡村发展提供有益借鉴。

Rural governance is at the fundamental position of national governance,and it faces the realistic requirement of exploring the"wicked problem"governance strategy and improving governance performance.This research takes the three"Typical Cases of National Rural Governance"as samples and uses the grounded theory method to investigate""how to achieve rural governance performance".We find that the local CPC committee and government design and guide through top-down political promotion and integrated management,and rural society promotes collective action with bottom-up activation of village-level organizations and reconstruction of public rules.Under the premise of internal orderly operation,they form coupling coordination from the two levels of the"individual-organization"actor and the"value-space-carrier"element,and constituting the""upper and lower in an orderly fashion and coupling coordination"model of rural governance performance realization.Rooted in Chinese stories and summing up Chinese wisdom on the realization of rural governance performance can provide valuable references for deepening rural development.
