协同视角下公共数据开放生态系统构建研究

Research on the Construction of Public Data Open Ecosystem from the Perspective of Collaboration

要素协同合作是公共数据流动过程中的重要环节,能有效提高公共数据开放和利用程度。采用文本分析法,选取了公共数据政策文本中的主体要素、环境因素以及公共数据开放生态系统的要素构成,构建了基于协同视角的公共数据开放生态系统模型,探究了协同视角下的公共数据开放生态系统的运行机制,并针对流动过程,提出了将协同思想运用到资金、人员、安全等数据管理机制中的发展策略,为公共数据难开放、难利用等问题提供了新的解决思路,以加快释放公共数据红利所创造的价值,推动公共数据资源的开发和利用。

Collaboration,an important link in the process of public data flow,can effectively improve the degree of public data’s openness and utilization.This paper,adopting textual analysis,selects the subject elements and environmental factors in public data policy texts and the composition of public data open ecosystem,constructs an open ecosystem model of public data based on collaborative perspective,and explores the operating mechanism of public data open ecosystem under the collaborative perspective,and puts forward the development strategy of applying the collaborative thought to the data management mechanism of capital,personnel,security and others,which provides a new way to solve the problems of difficult opening and utilization of public data to accelerate the release of the value created by the public data dividend and promote the development and utilization of public data resources.
