政府间国际组织维护体育诚信的时代动因、行动方案与提升路径

Drive,Actions and Promotions of Protecting the Sport Integrity for Inter-government International Organizations

政府间国际组织在全球体育治理格局中扮演重要角色。全球化、商业化背景下的全球体育面临各种危机,从国际层面推进主权国家维护体育诚信是政府间国际组织参与全球体育治理的重要举措,也是落实可持续发展议程的重要体现。运用文献资料和逻辑分析法,透过联合国对政府间国际组织维护体育诚信的动因、行动、局限和提升路径进行研究。在维护体育诚信有助于促进国际社会和平与发展、推动实现可持续发展目标、加强体育自治的监督与问责、充分发挥组织优势的多层动因下,政府间国际组织依靠制定和倡导国际公法、构建组织体系、推动行动落实和弘扬价值理念的行动方案来维护体育诚信。由于面临指导政策不完善、机构内部局限性、成员国的执行力不足,政府间国际组织应进一步明确组织目标和定位、起草有针对性的国际法文件、推动和监督成员国立法、加强报告机制和全球合作,进一步提升在维护体育诚信中的地位和作用。

Inter-government international organizations play an important role in global sports governance.Under the background of globalization and commercialization,global sports are facing many crises.Promoting sovereign states to maintain sports integrity at the international level is an important measure for the international organizations to participate in global sports governance and an important embodiment for the implementation of the Sustainable Development Agenda.Using the method of literature and logical analysis,taking the United Nations as an example,this paper studied the drives,actions,limitations and promotion paths of the international organizations to maintain sports integrity.Under the multiple reasons that maintaining sports integrity is conducive to promoting peace and development of the international community,promoting the realization of sustainable development goals,strengthening the supervision and accountability of sports autonomy,and giving full play to organizational advantages,the United Nations safeguard the integrity of sports by formulating and advocating international public law,constructing organizational system,promoting the implementation of actions and carrying forward values.Faced with the challenges of imperfect guiding policies,internal limitations of institutions,insufficient executive power of member States and conflicts with sports organizations,the United Nations should further clarify the organization’s goals and positioning,draft pertinent international law documents,promote and supervise the legislation of member nations,and strengthen reporting mechanisms and global cooperation,so as to further enhance its position and role in maintaining sports integrity.
