The Application of QR Code in Fixed Assets Management of Yellow River in Jinan

济南黄河河务局下设39个管理机构,分布在沿黄9个县(区)近200 km长的黄河大堤上。济南黄河河务局的固定资产作为治黄工作的重要工具,如何利用有限的人员管理好分布在各单位的数量众多、种类繁多、情况复杂的固定资产,对传统的固定资产管理模式形成了巨大的挑战。通过将固定资产的信息转换成二维码编码的方式进行存储,并作为连接财务系统的数据接口,从而实现对固定资产的数字化管理,是本应用的开发目的。一个二维码就是一个小账本,满足了在基层单位无网络信号条件下的去中心化使用;一个二维码就是一个数据接口,实现了打破人员限制和地域限制的固定资产盘点工作。看似简单的标签替换,背后却是对整个工作流程进行的巨大变革,使固定资产的管理工作能够更细致、更精确、更高效、更能满足现代化管理的要求。

There are 39 administrative agencies under the jurisdiction of the Yellow River Administration Bureau of Jinan Municipality,which are distributed along the Yellow River levees nearly 200 kilometers long in nine counties.The fixed assets of Jinan Yellow River Bureau are an important tool for Yellow River management.How to manage the large number,variety and complex fixed assets distributed in various units with limited personnel is a huge challenge to the traditional fixed assets management mode.The target of this application is to convert the information of fixed assets into QR code and store it as the data interface connecting the financial system,so as to realize the digital management of fixed assets.The QR code is a small ledger,which meets the decentralized use under the condition of no wifi signal in the grass-roots unit.The RQ code is a data interface,which realizes the fixed assets inventory work that breaks the personnel and geographical restrictions.It looks like a simple label replacement,but behind it is a huge change in the entire work process,so that the management of fixed assets can be more detailed,more accurate,more efficient,and more able to meet the requirements of modern management.
