摘要
中国与“一带一路”沿线国家的产业园区合作是推进高质量共建“一带一路”的有力抓手。近十年来,中国企业在东南亚地区投资建设的海外产业园区发展呈现数量大、类型多、覆盖地域广的特点。本文以中国在印度尼西亚中苏拉威西省投资建设的产业园区为例,基于2006年至2021年印尼省级面板数据,使用合成控制法,评估样本期内产业园区的经济增长效应。反事实分析结果表明,中国在印尼中苏拉威西省产业园区投资对当地人均GDP和工业对GDP贡献率具有明显的促进作用。案例分析表明,中资产业园区通过创造产业集群效应和技术溢出效应,有效推动了东道国产业链成长和产业提质升级,显著促进了当地社会经济的发展。
Industrial cooperation between China and countries along the Belt and Road is a vital driving force for promoting high-quality development of the Belt and Road Initiative.During the past decade,China s investment in industrial parks in Southeast Asia has been characterized by large quantities,diverse types,and wide geographic coverage.This study utilizes Indonesia s provincial panel data from 2006 to 2021 and employs the Synthetic Control Method to assess the economic growth effect of the industrial park constructed by China in the Central Sulawesi Province.The counterfactual analysis demonstrates that China s investment in the industrial park in Central Sulawesi Province has a positive impact on the local GDP per capita and industrial contribution to GDP of Indonesia.The in-depth case study shows that the economic growth has been fostered by the creation of industrial clustering and technology spillover effects.These findings provide empirical evidence that Chinese-funded industrial parks play an instrumental role in promoting local socio-economic development in Southeast Asia.
