摘要 黄河流域正在成为新时代引领我国区域发展的重要增长极和承载发展要素的主要空间载体。在对国内外相关主题文献进行了系统梳理的基础上,阐释了黄河流域生态保护与高质量发展耦合协调的作用机理,从治理目标、治理理念、治理角色和治理手段等方面构建了黄河流域生态保护与高质量发展耦合协调的现代化治理体系的要义体系,分析了黄河流域生态保护与高质量发展耦合协调的现代化治理体系的关键议题,设计了行动前提、行动导向、行动主体和行动保障等要素的治理框架,构建了黄河流域生态保护与高质量发展耦合协调的现代化治理结构完善、治理监管健全、测评体系夯实等实施路径。 The Yellow River Basin is becoming the important growth pole leading regional development and the main space carrier carrying the factor of development in the new era.This paper systematically reviews relevant domestic and foreign literatures,explains the mechanism of coupling coordination between ecological protection and high-quality development in the Yellow River Basin,and constructs the essential system of coupling coordination between ecological protection and high-quality development in the Yellow River Basin from the aspects of governance objectives,governance concepts,governance roles and governance means.This paper analyzes the key issues of the modern governance system in which ecological protection and high-quality development are coupled and coordinated in the Yellow River Basin,designs the governance framework of action premise,action orientation,action subject and action guarantee,and constructs the implementation path of the modern governance structure,governance supervision and assessment system of the Yellow River Basin,which is coupled and coordinated in ecological protection and high-quality development.
