流域专项规划视角下重点物种保护与栖息地修复——以赣江中游吉安市段为例

The Key Species Conservation and Habitat Restoration from the Perspective of Watershed Special Plan:A Case of Ji’an Section of the Middle Reaches of Ganjiang River

流域专项规划作为国土空间规划体系“五级三类”的重要组成部分,能从区域流域视角对空间开发和保护利用作出专门安排。针对赣江中游鱼类和鸟类等种质资源破坏严重的现状,统筹协调流域要素配置,重点研究制定流域水陆过渡区的种群恢复、生物多样性保护的策略。从理水塑洲、岸线治理、修山优林三方面恢复、保护重点物种,修复栖息地,恢复流域生物多样性。流域专项规划的保护措施也能与市、县两层级的国土空间总体规划和相关专项规划相协调,并提供规划策略支撑。

As an important part of the“five levels and three categories”of territorial planning system,watershed special plan can make special arrangements for spatial development,protection and utilization from the perspective of regional watersheds.In view of the serious destruction of germplasm resources,such as fish and birds,in the middle reaches of the Ganjiang River,the paper makes an overall coordination of the allocation of watershed elements,and focuses on studying and formulating strategies for population restoration and biodiversity protection in the water-land transition area of the watershed.Protecting key species,restoring habitats,and restoring the biodiversity of the river basin are conducted from three aspects:river management and island construction,river bank remediation,mountain restoration and forest optimization.The protection strategies of watershed special plan can also be coordinated with territorial planning at the city and county levels and related special plan,and provide support for the planning strategies.
