区域协同创新背景下的城市转型发展与创新功能布局——以西安市长安区为例

The Urban Transformation,Development and Innovation Function Layout in the Context of Regional Collaborative Innovation:A Case of Chang’an District in Xi’an City

区域协同创新与创新功能优化布局理论与实践的研究是落实国家创新驱动发展的重要战略响应。文章借鉴了区域分工、协同创新和创新功能布局等方面的既有理论研究成果,以位于西安都市圈核心区的长安区为例,系统分析了长安区在区域协同创新发展中的基础条件和关键制约因素。最后,文章从区域产业协同、创新空间供给等方面提出了推动城市转型发展与创新功能布局的规划策略。

The research on the theory and practice of regional collaborative innovation and optimal layout of innovation functions is an important strategic response to implementing national innovation-driven development.This paper draws on the existing theoretical research achievements in regional division of labor,collaborative innovation and innovation function layout,and takes Chang’an District,which is located in the core area of the metropolitan area of Xi’an,as an example,to systematically analyze the advantages and key constraints of Chang’an District in the development of regional collaborative innovation.Finally,the paper proposes the planning strategies for promoting urban transformation,development,and innovative functional layout from the perspectives of regional industrial collaboration,and innovation space supply.
