基于SWOT-CLPV模型的干部档案信息化研究

Research on Informatization of Cadre Archives Based on SWOT-CLPV Model

文章运用SWOT-CLPV模型,定性与定量分析了干部档案信息化,探讨了干部档案信息化内部优势、劣势与外部机遇、威胁。通过杠杆效应与抑制性、脆弱性、问题性分析发现,将先进管理理念运用到干部档案管理中,完善管理流程,挖掘社会需求,提高档案信息资源开发力度和资源共享度,完善档案管理标准,改善人事管理制度,增强社会档案意识,引进优秀人才等是干部档案信息化的重要保障。

This paper analyzes the informatization of cadre archives qualitatively and quantitatively with SWOT-CLPV model,and probes into the internal advantages,disadvantages as well as external opportunities and threats of cadre archives informatization.Through the analysis of leverage effect and inhibition,vulnerability and problems,it is found that applying advanced management concepts to the management of cadre archives,improving management process,excavating social needs,enhancing the development of archives information resources and resources sharing,promoting archives management standard,improving personnel management system,strengthening archival awareness,and introducing outstanding talents are important guarantees for cadre archives informatization.
