The Xinjing Library of"South Manchuria Railway Company"existed from 1910 to 1945.It was established by the"South Manchuria Railway Company"to meet the needs of"South Manchuria Railway Company"members and Japanese in Changchun for books,and to collect local literature and war information in Northeast China.This paper mainly introduces the background of the establishment of the Xinjing Library of"South Manchuria Railway Company",its development process,and the formulation and revision of its regulations.
