生态文明视角下野生动物肇事补偿机制研究——基于NVivo的质性文本分析

Research on Compensation Mechanism for Wildlife Damage from the Perspective of Ecological Civilization:A Qualitative Text Analysis Based on NVivo

基于全国10个省、自治区、直辖市野生动物肇事补偿政策文本和相关文献,借助扎根理论的编码方法和NVivo软件,系统地分析我国野生动物肇事补偿的运行机制,包括补偿主体、补偿范围、补偿标准、补偿手段、补偿流程等;指出野生动物肇事补偿中存在的问题,即损失认定困难、补偿主体模糊、补偿范围狭窄、补偿手段单一、补偿标准低、补偿流程繁琐、商业保险体系不完善.在此基础上,针对性地提出相应的政策建议,以期深化野生动物肇事补偿的科学认识.

Based on the policy texts and related documents of compensation for wildlife damage in 10 provinces,autonomous regions and municipalities directly under the central government,with the help of the coding method of grounded theory and NVivo software,this paper systematically analyzes the operating mechanism of compensation for wildlife accidents in China,including compensation subject,compensation scope,compensation standard,compensation means and compensation process.This paper points out the problems existing in the compensation of wildlife accidents,that is,the difficulty of loss identification,the ambiguity of compensation subjects,the narrow scope of compensation,the limited means of compensation,the low standard of compensation,the cumbersome process of compensation,and the incomplete commercial insurance system.On this basis,the corresponding policy recommendations are put forward in order to enhance the scientific understanding of compensation for wildlife accidents.
