新乡贤参与乡村振兴:何以可能与何以可为——基于H镇的案例观察

The participation of new county elites in rural revitalization:why it is possible and what they can do——case observation based on H town

新乡贤是推进乡村振兴的重要主体。为探究新乡贤参与乡村振兴“何以可能”与“何以可为”,以H镇的实践为例,考察新乡贤参与乡村振兴的条件、机制和成效,并揭示实践中面临的问题。研究表明:政策契机、组织平台和乡土情怀构成新乡贤参与乡村振兴的基础条件;依托乡贤组织内部运作机制和外部多主体参与机制,新乡贤在发展乡村产业、倡导乡风文明、参与乡村治理等领域中发挥着积极作用;但由于认知偏差、激励缺乏、立场各异等因素的影响,新乡贤参与面临着可持续和多层次协作困境,预期成效难以达成。为合理引导和鼓励新乡贤参与、充分发挥新乡贤群体在乡村振兴中的作用,亟需理顺基层治理主体间的关系,明确各自的功能定位,并为新乡贤参与提供必要的支持和激励。

New county elites are important subjects to promote rural revitalization.In order to explore the"why it is possible"and"what they can do"of new county elites'participation in rural revitalization,taking the practice of H town as an example,this paper investigates the conditions,mechanisms and effectiveness of new county elites'participation in rural revitalization,and reveals the problems faced in practice.The research shows that:policy opportunity,organization platform and local feelings constitute the basic conditions for new county elites'participation in rural revitalization;Relying on the internal operation mechanism and external multi-subjects participation mechanism,new county elites play a positive role in developing rural industry,advocating rural civilization and participating in rural governance;However,due to cognitive bias,lack of motivation,different positions and other factors,new county elites'participation is facing the dilemma of sustainable and multi-level cooperation,and the expected results are difficult to achieve.In order to reasonably guide and encourage the participation of new county elites and give full play to their role in rural revitalization,it is urgent to straighten out the relationship between grass-roots governance subjects,clarify their functional positioning,and provide necessary support and incentives for new county elites'participation.
