摘要
镇海区内现有核技术利用单位71家,其中放射源利用单位14家,射线装置使用单位57家,共有放射源535枚,射线装置244台。辐射安全监管能力较为单一,只有浙江省高风险移动放射源在线监控平台、镇海区放射源传感网络信息系统,具备有限的实时监控能力,但无法对涉及放射源运输、利用等重要活动的审批、备案以及监测等信息进行汇总、分析和应用,缺乏信息共享,无法有效提升日常监管和治理效能,不能满足数字化发展工作的需要,直接影响了管理效率和效果。镇海区辐射安全智控应用项目,瞄准射线探伤活动的数字化监管短板,通过数据共享、流程再造、功能拓展等方式,有机整合省辐射安全管理系统、省高风险移动源系统和镇海区固定源监管系统,着力构建核技术,利用全流程、全链条、全方位监管体系,有效提高辐射区域的安全性。
At present,there are 71 nuclear technology utilization units in Zhenhai Area,including 14 radioactive source utilization units and 57 radiation-ray devices.There are altogether 535 radioactive sources and 244 radiation-ray devices.However,the radiation safety supervision capacity is relatively simple.Only two relatively independent systems,the online monitoring platform of high-risk mobile radioactive sources in Zhejiang Province and the Zhenhai District Radioactive sources Sensor Network information system,have limited real-time monitoring capacity.They are unable to summarize,analyze and apply the approval,filing and monitoring information of important activities involving the transportation and utilization of radioactive sources,and lack of information sharing.It can not effectively improve the efficiency of daily supervision and governance,and can not meet the needs of digital development work,which directly affects the efficiency and effect of management.The Zhenhai District radiation safety Intelligent Control Application Project aims at the shortcomings of digital supervision in radiological detection activities.By means of data sharing,process reengineering and function expansion,it organically integrates the provincial radiation safety management system,the provincial high-risk mobile source system and the Zhenhai District fixed source supervision system,and focuses on building the whole process,chain and all-round supervision system of nuclear technology utilization.Effectively improve the safety of the radiation area.
