Water rights system and practice in the Yellow River basin:development process and future prospects

黄河流域水权制度历经雏形、探索化发展、深化改革三个发展阶段,在流域内甘肃、内蒙古、宁夏、河南、陕西五省区开启了水权试点,积累了丰富的实践经验。流域水权制度现存问题主要是水权体系的建设问题。为此,应确认以经济、生态利益为导向的水权内涵,构建行之有效的水权交易机制、优化交易平台。

The water rights system in the Yellow River Basin has gone through three stages of development:formative stage,exploratory development,and deepening reform.Water rights pilot projects have been initiated in five provinces and regions within the basin,namely Gansu,Inner Mongolia,Ningxia,Henan,and Shaanxi,accumulating rich practical experience.The current issues in the water rights system mainly involve the construction of the water rights framework.Therefore,it is necessary to establish a water rights system that emphasizes economic and ecological benefits,construct an effective water rights trading mechanism,and optimize the trading platform.
