摘要
县域是中国转变经济增长方式、统筹城乡发展、促进乡村振兴的基本战略单元,是创新驱动经济高质量发展的基础和关键,但从县域尺度以及组态角度对其创新水平提升的相关研究较为缺乏,因此,以河北省136个县(市、区)为样本,运用模糊集定性比较分析(fsQCA)方法探究影响县域科技创新的关键因素和条件组态。结果表明:(1)县域创新水平的提升需要多种创新要素组合作用;(2)产生县域高创新水平的驱动路径有3条,分别为金融环境驱动型、资金驱动型及主体-金融双驱动型,案例分布均匀且多集中于东部地区,各组态具有多样性但均存在核心作用,且所包含的创新要素间具有互补替代关系,3种条件组合对创新水平的影响差异不大,但都需要注重金融环境的发展;(3)产生县域非高创新水平的驱动路径仅有1条,案例主要集中在西部地区,创新人员、创新条件、经济水平均为核心阻碍因素,且与高产出路径相比具有非对称性。
Counties are the basic strategic unit for transforming China's economic growth mode,coordinating urban-rural development and promoting rural revitalization,and they are the foundation and key for innovationdriven high-quality economic development.However,there is a lack of relevant research on the improvement of their innovation level from the perspective of county scale and histories,so this paper uses 136 counties(cities or districts)in Hebei Province as samples,to explore the key factors and conditional histories affecting county science and technology innovation byusing fuzzy set qualitative comparative analysis(fsQCA)method.The results show that:(1)The improvement of county innovation level requires the combination of multiple innovation factors.(2)There are three driving paths to produce high innovation levelin counties,namely financial environment-driven,capitaldriven and subject-finance double-driven,the cases are evenly distributed and mostly concentrated in the eastern region,each configuration is diverse but has a core role,and there are complementary substitution relationships among the innovation elements.(3)There is only one driving path that generates non-high innovation level in counties,and the cases are mainly concentrated in the western region,where the innovation personnel,innovation conditions and economic level are all core hindering factors,and have asymmetry compared with the high output path.
