新发展阶段我国青少年体育健康教育协同治理研究 被引量:10

摘要 体育健康教育在转变青少年体育健康观念、培养体育健康技能、提升体育健康能力、促进身心健康等方面发挥着积极的作用,是新发展阶段助力健康中国建设的重要内容。本文基于协同治理理论,采用文献资料法、逻辑分析法等,从青少年体育健康教育协同治理主体及其行为识别、供需主体共同价值构建、供需主体治理模式选择3个方面,构建新发展阶段青少年体育健康教育协同治理理论。研究发现,我国青少年体育健康教育协同治理存在共同价值认同亟须合理形塑、多元治理模式缺乏有效融合、主体互动行为有待全面凝聚的问题。最后,提出新发展阶段我国青少年体育健康教育协同治理实践策略:1)坚持青少年体育健康教育“健康第一”理念,以制度导向约束共同价值认同方向;2)搭建青少年体育健康教育协同治理多元平台,促进治理主体行为有机融合;3)规范青少年体育健康教育协同治理主体行为方式,形成系统化的互动合力。 Physical health education plays a positive role in transforming the concept of youth physical health,cultivating physical health skills,enhancing physical health capabilities,and promoting physical and mental health,which is an impor-tant component of the construction of a healthy China in new development stage.This article,based on the theory of colla-borative governance,adopts the methods of literature and logical analysis to construct a theory of collaborative governance of youth physical health education in new development stage from three aspects of the collaborative governance subjects and behavior identification,the construction of common values of supply and demand subjects and the selection of govern-ance models of supply and demand subjects.It is found that there are issues in the collaborative governance of youth physi-cal health education in China,including the urgent need for the reasonable shaping of common value identification,the lack of effective integration of diverse governance models and the need for comprehensive cohesion of the subjects’interaction.At last,the article proposes practical strategies for collaborative governance of youth physical health education in new de-velopment stage:1)Upholding the concept of“health first”in youth physical health education and using institutional guidance to constrain the direction of common value identification;2)Establishing diverse platforms for collaborative governance in youth physical health education to facilitate the organic integration of the governance subjects’behaviors;3)Standardizing the behavior patterns of collaborative governance subjects in youth physical health education to create a systematic interaction synergy.
