东北三省冰雪产业高质量协同发展的现实困境与实践通路

Practical Difficulties and Paths of High-Quality Coordinated Development of Ice and Snow Industry in Northeast China

区域协调发展战略下,产业协同是区域经济协同发展的重要载体。后冬奥时代,东北三省冰雪产业的市场潜力正逐渐显现。运用文献资料、社会调查和逻辑分析等研究方法,对东北三省冰雪产业高质量协同发展的内涵、现实机遇、现实困境与实践通路展开论述。研究发现,东北三省冰雪产业在冰雪旅游、冰雪文化、冰雪装备、冰雪运动方面有着较好的发展基础与优势,但仍存在动力机制不足、联动层次偏低、运营管理短板、国内外双重压力削弱原始竞争优势等现实困境。东北三省应以强化顶层规划设计、突破制度约束、推动要素优化配置与贯彻开放发展理念为实践通路,促进冰雪产业高质量协同发展。

Under the strategy of coordinated regional development,industrial synergy is an important carrier of coordinated regional economic development.In the Post Winter Olympics era,the market potential of ice and snow industry in the three provinces in Northeast China is gradually emerging.By using the methods of literature,social investigation and logical analysis,this study discusses the connotation,practical opportunities,practical difficulties and paths of high-quality coordinated development of ice and snow industry in the three provinces in Northeast China.It is found that the ice and snow industry in the three provinces has a good development foundation and advantages in the tourism,culture,equipment and sports of ice and snow,but there are still practical difficulties such as insufficient dynamic mechanism,low linkage level,shortage in operation and management,and dual pressure at home and abroad to weaken the original competitive advantages.The three provinces in Northeast China should take strengthening the top-level planning and design,breaking through the institutional constraints,promoting the optimal allocation of factors and implementing the concept of open development as practical paths to promote the high-quality coordinated development of the ice and snow industry.
