摘要
【目的】为了使造林工程带来的良性成果能够平稳推进,评估其效率有利于长期保护首都生态环境,提升绩效水平,实现北京市北部山区造林的生态、社会及经济效益的包容性发展目标。【方法】采用数据包络分析法(DEA)和Malmquist指数从纵向横向两种不同研究层面评价北部山区2008—2020年造林工程投入产出效率。【结果】纵向分析,北京北部(延庆区、昌平区、怀柔区以及密云区)山区整体造林技术效率为0.735,造林规模有待进一步扩大;横向分析,北京北部山区造林工程投产效率为0.685,低于北京山区的平均水平,造林工程缺乏区域平衡;从动态视角来看,北京北部山区造林工程技术进步效率波动较大,技术进步水平有待提高。【结论】北京北部山区造林工程可以通过高质量扩大绿色规模,融贯森林生态功能;适当加大资本投入,促进区域协调发展;加强造林抚育管护,确保绿化造林成果来进一步提升。
[Objective]The research aims to promote the benign results brought by the afforestation project smoothly,assess its efficiency to be conducive to the long-term protection of the ecological environment of the capital,improve the performance,and finally achieve the goal of inclusive development of ecological,social and economic benefits of afforestation in the northern mountainous areas of Beijing.[Methods]DEA and Malmquist index were used to evaluate the input-output efficiency of afforestation projects in the northern mountainous region from^(2)008 to 2020 at two different research levels,longitudinal and horizontal.[Results]From the vertical analysis,the overall technical efficiency of afforestation in the mountainous areas of northern Beijing(Yanqing,Changping,Huairou and Miyun districts)is 0.735,and the afforestation scale needs to be further expanded.From the horizontal analysis,the production efficiency of afforestation projects in mountainous areas in northern Beijing is 0.685,which is lower than the average level of mountainous areas in Beijing,and afforestation projects lack regional balance;From the dynamic perspective,the efficiency of engineering progress of the APNMA in Beijing fluctuates greatly,and the level of technical progress needs to be improved.[Conclusion]The reforestation project in the northern mountainous areas of Beijing can be further enhanced by expanding the green scale with high quality and integrating the ecological functions of forests;appropriately increasing the capital investment to promote the coordinated development of the region;and strengthening the afforestation care and management to ensure the greening and reforestation results.
