自贸试验区制度创新与城市出口韧性

Does Innovation in Pilot Free Trade Zone System Improve Export Resilience?

自贸试验区制度创新同时具有“固链”和“补链”作用,能够夯实提升出口韧性的分工基础。以理论分析为先导,通过文本分析方法量化自贸试验区制度创新,采用自贸试验区片区所在地级市面板数据,以中美贸易摩擦和新冠肺炎疫情爆发为外生冲击,进一步实证分析自贸试验区制度创新对城市出口韧性的现实影响效应。结果表明:自贸试验区制度创新对提升城市出口韧性有积极作用,且该结论也通过了一系列稳健性检验。此外,上述影响效应因自贸试验区批次不同、所处地区不同以及制度创新的维度不同而存在一定差异。未来,为更好发挥自贸试验区制度创新对出口韧性的提升作用,必须加快贯彻落实党的二十大关于“实施自由贸易试验区提升战略”的重要精神,依托自贸试验区“扩容”和“提质”进一步推动制度创新。

Institutional innovation in pilot free trade zones plays the role of “reinforcing chain” and “reinforcing chain”,thus consolidating the division of labor foundation for enhancing export resilience.Guided by theoretical analysis,this paper quantifies the institutional innovation of pilot free trade zones through text analysis.Using panel data of prefecture-level cities where pilot free trade zones are located,and taking Sino-US trade friction and the outbreak of COVID-19 as exogenous impacts,it further quantitatively evaluates the practical effects of pilot free trade zone institutional innovation on the export resilience of cities.The results show that,the institutional innovation of pilot free trade zones plays a positive role in improving the export resilience of cities,and this conclusion also passes a series of robustness tests.In addition,the above effects are different due to different batches of pilot free trade zones,different regions and different dimensions of institutional innovation.In the future,to better play the role of institutional innovation in pilot free trade zones in enhancing export resilience,we should accelerate the implementation of the important spirit of “implementing the strategy of upgrading pilot Free trade Zones” proposed in the Report of the 20th National Congress of the Communist Party of China,and further promote institutional innovation in the two aspects of “expansion” and “quality improvement” based on pilot free trade zones.
