数字技术应用与国有企业创新——混合所有制改革的调节作用

Influence of Digital Technology on State-Owned Enterprise Innovation:On the Moderating Effect of Mixed Ownership Reform

为明确数字技术应用对国有企业创新的影响以及混合所有制改革在其中所发挥的作用,选取2008~2021年我国A股国有制造业上市公司数据展开实证分析。研究发现:数字技术应用对国有企业创新有促进作用;相较于非国有股东占比,委派董监高在数字技术应用促进国有企业创新中的作用更强;数字技术应用可通过提高企业动态能力和降低企业管理成本促进国有企业创新;数字技术应用对国有企业创新的促进作用在中央企业、中小企业、处于垄断行业和市场化水平高的企业中更为明显。因此,应进一步加强国企对数字技术的应用,发挥国企在新一轮科技浪潮中的引领作用;在推进国企混改的过程中,需加强对非国有股东是否参与公司治理的关注;国企在应用数字技术的同时,应时刻审视自身动态能力、管理流程和决策效率等。

Base on the sample of A-share listed state-owned manufacturing companies from 2008 to 2021,this paper empirically analyzes the impact of digital technology application on the innovation of state-owned enterprises and the role of mixed ownership reform in it.The results show that the application of digital technology promotes the innovation of state-owned enterprises.Compared with the proportion of non-state-owned shareholders,the role of appointed directors and supervisors in the application of digital technology in promoting the innovation of state-owned enterprises is more significant.The application of digital technology can promote enterprise innovation by improving enterprise dynamic capability and reducing enterprise management cost.The promotion effect of digital technology application on the innovation of State-owned enterprises is more obvious in central enterprises,small and medium-sized enterprises,enterprises in monopoly industries or enterprise at a high level of marketization.Therefore,SOEs should strengthen the application of digital technology and play a leading role in the new wave of technology,pay more attention to whether non-state shareholders introduced in the process of mixed-ownership reform participate in corporate governance,and need to examine whether the application of digital technology is accompanied by improvements in dynamic capabilities,management processes and decisionmaking efficiency.
