摘要 能源利用效率是指生产过程的有用产出与该生产过程的能源投入之比。我国目前通用的能耗强度为单要素能源利用效率,但仅考虑能源消费总量及地区生产总值,难以全面反映实际能效水平。为此,有必要建立一个多投入、多产出的评价指标体系及能效计算方法,更加科学地评估不同地区在不同环境下的能源利用效率。基于改进三阶段数据包络分析(data envelopment analysis,DEA)模型,建立面向省域能效的全要素评价体系。首先采用考虑非期望产出的基于松弛变量的数据包络分析(slack based measure,SBM)模型计算中国内地30个省、自治区、直辖市2011—2019年全要素能源利用效率,随后通过随机前沿分析评估外部环境因素对投入要素的影响,对投入数据进行调整,使得各省市面临相同的外部环境,并再次运用SBM模型进行省域全要素能效评估。最后,针对如何提高能源利用效率提出相应建议。 Energy efficiency refers to the ratio of the useful output to the energy input of a production process.The commonly used energy intensity in China is single-factor energy efficiency,but it only considers the energy consumption and gross regional product,so it is difficult to reflect the actual energy efficiency level comprehensively.Therefore,it is necessary to establish an evaluation index system of multiple input and multiple output and a calculation method of energy efficiency for making a more scientific assessment of energy efficiency in different areas facing various environment.This paper establishes a provincial total-factor energy efficiency evaluation system based on the improved three-stage data envelopment analysis(DEA)model.First,the slack based measure(SBM)-undesirable model is used to calculate the total-factor energy efficiency of 30 provinces in China's Mainland from 2011 to 2019.Then,the impact of external environmental factors on input factors is evaluated through stochastic frontier analysis,and the input data are adjusted to make each province face the same external environment.The SBM model is used again to evaluate provincial total-factor energy efficiency.In the end,corresponding policy suggestions are put forward on how to improve energy efficiency.
