浙江构建新型电力系统的技术路径与实践 被引量:14

Technical Path and Practice for Constructing the New Type Power System in Zhejiang Province

摘要 构建新型电力系统是实现我国“双碳”目标的主要手段,也为电力系统形态演化与技术变革指明了方向,其主要的技术挑战来源于高比例新能源的接入和极端天气。浙江电网是传统能源匮乏、新能源发展迅速的典型受端电网,虽然在市场化和数字化方面走在全国前列,但构建新型电力系统仍面临诸多困难和挑战。在此背景下,立足浙江电力发展实际,首先分析新型电力系统的关键技术特征和评价体系,接着提出浙江建设新型电力系统的3个方面核心举措,包括:提升系统调节能力、提高电网数字化/智能化水平以及建设与新型电力系统匹配的电力市场等。进一步,提出浙江建设新型电力系统技术路径的4个关键环节及其潜力:建设多元融合高弹性电网、构筑“四能四力”、实现数字化转型和多类型电力市场。最后,提出浙江新型电力系统省级示范区建设框架,介绍杭州城市电网500kV供区柔性低频互联示范工程、台州大陈岛柔性低频输电和氢电耦合示范工程以及金华微网集群省地县3级协同智能控制示范工程等3个典型实践案例,总结浙江新型电力系统省级示范区预期目标。浙江构建新型电力系统的举措、路径和实践,不仅可以支撑浙江经济和社会高质量发展,还将为我国能源转型与电网高质量发展提供参考。 As a major measure for realizing the state“dual carbon”goal,the construction of the new type power system has laid out a strategic direction for the evolution and transition of power systems.Its primary technical challenges are related with the high penetration of intermittent renewable energy and extreme weather.Although the marketization and digitalization level in Zhejiang province is far ahead the rest of China,as a classical receiving-end grid with shortage of traditional energy resources and rapid developed renewables,it meets critical challenges to construct the new type power systems.Under this background,based on Zhejiang province,this paper first introduces the key characteristics and evaluation system of the so-called new type power system.Based on this,the core measures for the construction of the new type power system are analyzed,which mainly includes three aspects:improving the system regulation capability,promoting the grid digitization and smart level,as well as developing electricity market accommodating the new-type power system.Furthermore,four key cornerstones are concluded to construct the new type power system specifically in Zhejiang,including the multi-factor integrated power grid with high-resiliency,four energy and four power,digitization&intelligence transition,and comprehensive power markets.Finally,the construction framework of the provincial demonstration area of Zhejiang new type power system is proposed,and three typical pilot projects are introduced,including the demonstration project of flexible low-frequency interconnection in 500kV supply area of Hangzhou urban power grid,flexible low frequency transmission and hydrogen-electricity coupling demonstration project in Taizhou Dachen Island,Provincial-District-County coordinated&intelligent control demonstration project for Jinhua networked microgrids cluster.The expected objectives of Zhejiang new type power system are concluded.The future new type power system will support Zhejiang's economic and social development with good quality,and the learning experiences from the pilots projects also can be a reference for national energy transformation and high-quality development of power grids.
