摘要 将绿色技术创新过程分为绿色科技研发和绿色成果转化两个阶段,构建超效率网络SBM-DEA模型,测度2012—2019年各省绿色技术创新效率,研究其时空演化格局和影响因素,并提出相关政策建议。通过加快区域间绿色技术创新的协同发展、加强政府绿色创新支持、聚焦产业结构绿色转型升级、强化外资进入审核以及推动产学研协同创新等措施,激发企业绿色创新的积极性,提升绿色技术创新效率水平,实现产业结构优化升级。 The green technology innovation process is divided into two stages:green science and technology research and development and green achievement transformation.A super efficiency network SBM-DEA model is constructed to measure the green technology innovation efficiency of each province from 2012 to 2019,study its spatial and temporal evolution pattern and influencing factors,and put forward relevant policy recommendations.By accelerating the synergistic development of green technology innovation among regions,strengthening government support for green innovation,focusing on green transformation and upgrading of industrial structure,strengthening foreign investment entry audit and promoting collaborative innovation among industries,universities and research institutes,we can stimulate enterprises'enthusiasm for green innovation,improve the efficiency level of green technology innovation,and realize the optimization and upgrading of national industrial restructuring.
