中国实现乡村振兴战略面临的痛点及其化解路径研究

Research on the Problems Faced by China’s Strategy of Rural Revitalization and Solutions

乡村振兴是我国的发展战略,逐步实现农业机械化、走农业现代化之路已成为必然。但由于我国人口众多、情况复杂,地域差异大,尤其是随着我国经济的发展,城乡差异日益扩大,加上农业加工业和服务业等产业形态发展滞缓,致使农村人口大量外流,一些地区出现了土地抛荒的现象。为此,政府部门需要做长远规划、分步实施,在条件成熟的地区先行试点而后逐步推广,扩大覆盖面,从而实现乡村全面振兴的目标。本文从农业发展面临的困境入手,阐述了我国农业必须进行根本改革的必要条件,并进一步提出政府要进行长期规划和制度设计,确定近十年应采取的必要策略,通过各个区域的振兴达到全面振兴的目标。

Rural revitalization is a development strategy in China,and it has become inevitable to gradually realize agricultural mechanization and take the path of agricultural modernization.However,due to China’s large population,complex situation and large geographical differences,especially with the development of China’s economy,urban-rural differences are widening,coupled with the slow development of industrial forms such as agriculture,industry and services,resulting in a large exodus of rural population and the phenomenon of land abandonment in some areas.To achieve the goal of comprehensive rural revitalization,government departments need to make long-term planning and implement the project in steps,piloting it in areas where conditions are ripe and then gradually expanding its coverage.This paper starts with the dilemmas faced by agricultural development and explains the requirements for fundamental reforms in China’s agriculture.It further proposes that the government should carry out long-term planning and system design and determine necessary strategic measures to be taken in the next ten years,to achieve the goal of comprehensive revitalization through the revitalization of each region.
