关于《安徽扶贫志》名称和断限的思考

Thoughts on the Title and Time Span of ARecord on Poverty Alleviation in Anhui

组织编纂出版《安徽扶贫志》,全面、客观、系统地记述安徽省脱贫攻坚工作历程,深刻总结脱贫攻坚经验,全面展示中国共产党的坚强领导和社会主义制度的巨大优越性,将扶贫伟业载入史册,是党委、政府义不容辞的光荣职责,也是一项重要的政治任务。但是,全国已经出版和正在编纂的扶贫类志书的名称和断限差异较大,尤其现在中国扶贫志编纂工程和中国全面小康志编纂工程已经正式启动,厘清扶贫类志书的名称和断限迫在眉睫。本文认为,扶贫志重点记述改革开放以来的扶贫历程特别是党的十八大以来的脱贫攻坚战,其名称和断限要原则性与灵活性相结合,名称要与当地实际情况和全书记述内容相贴合,名实相符,上限依据各地实际情况具体操作,下限据所记内容断至脱贫实现之时。如为创修,则不标断限。

It is not only an obligatory and glorious duty,but also an important political task for the committee of the Communist Party of China and the government to organize the compilation and publication of the A Record on Poverty Alleviation in Anhui.The Record has comprehensively,objectively and systematically recorded the work process of poverty alleviation in Anhui Province,summarized the experience of poverty alleviation in depth,fully demonstrated the strong leadership of the Communist Party of China and the great advantages of the socialist system,and written the great cause of poverty alleviation into history.However,there are great differences in the titles and time spans of the poverty alleviation records that have been published or are being compiled across the country.Since the programs of compiling records on poverty alleviation and on the realization of moderate prosperity in all respects have been launched in China,it is urgent to clarify the titles and time spans of these records.This article views that the poverty alleviation records should focus on the process of poverty alleviation after the implementation of the Reform and Opening-up policy,especially after the 18th National Congress of the Communist Party of China.The titles and time spans of the records should follow relevant principles and be flexible as well.The titles should conform to the actual situation of each place and to the contents of the records.The starting time may vary according to the actual situation while the ending time should be when the poverty alleviation was achieved according to the contents.The time span should be omitted if the record is an original compilation.
