摘要
人才队伍建设关系到养老服务工作的质量和成效。河南省养老服务人才队伍表现为“发展空间大、总量显不足;结构不合理、发展欠均衡;职业认同感不高、择业者选择度低”等情况。人才队伍建设存在“供需矛盾较突出,急需改变选人用人观念;职业化培养滞后,人才培养不协调;养老服务措施不到位,职业吸引力不强”的问题。建议在省委省政府的统一领导下,按照统一部署从“提高政治站位,做好顶层设计;发挥协同攻关,细耕责任田;加速医养康养融合,建立长效激励机制”方面,抢抓政策红利,提升养老服务人才队伍建设水平,满足社会高品质养老服务需求。
The construction of talent team is crucial to the quality and effect of elderly care services.There are big problems in the talent team of elderly care service in Henan Province,such as insufficient total development,unreasonable structure,unbalanced development,low professional identity and career choice.What's worse,there are a series of problems in the construction of talent team,such as contradiction between supply and demand,lagging professional training,uncoordinated talent training,inadequate old-age service measures,and poor professional attraction.According to the above problems,this paper suggests that under the unified leadership of the provincial government,a unified deployment should be carried out in all aspects,such as raising the political level,refining responsibilities,accelerating the integration of medical and nursing care,and improving service quality,in order to seize the policy dividend,improve the level of the senior service talent team,meet the social demand for high-quality senior service,medical and old-age care,and establish a long-term incentive mechanism.
