正式与非正式环境规制政策协同的减污降碳效应研究 被引量:2

摘要 本文基于2006—2019年284个城市的面板数据,实证检验正式与非正式环境规制政策协同治理的减污降碳效应及其影响机制。研究发现,同单一的政策实施效果相比,正式与非正式环境规制的协同减少地区二氧化碳和二氧化硫的排放量。进一步的分析发现,二者协同效应通过促进资源配置效率、改善能源依赖程度等路径降低地区排放水平,非正式环境规制的政策实施效果越好,该协同效应越强。但在不同的区域和环境污染治理力度中,二者协同的减污降碳效应存在一定的差异。 In the new development stage,China's ecological environmental protection has entered a critical period of collaborative governance of pollution reduction and carbon reduction,and the improvement of ecological environmental quality from quantitative change to qualitative change.Based on the panel data of 284 cities from 2006 to 2019,this paper empirically tests the pollution reduction and the carbon reduction effects of formal and informal environmental regulation policies and its impact mechanism.The results show that compared with the effect of single policy implementation,the combined implementation of formal and informal policies can further reduce regional carbon emissions and sulfur emissions.Further analysis indicates that the synergistic effect of formal and informal environmental regulations can reduce carbon emissions by promoting the resource allocation efficiency and reducing energy dependence.The better the policy performance achieved by informal environmental regulations,the stronger the synergistic effect will be.
