院前急救体系建设可持续性发展策略的探讨

Exploration on the Strategy of Sustainable Development of Prehospital Emergency System Construction

本文以青岛市院前急救体系建设为例,通过对青岛市院前急救网络体系建设、公共卫生紧急医学救援和保障能力的调查研究,利用文献分析、政策梳理、现场访谈、调查问卷、典型案例梳理等方法和对近5年医疗优先调度指挥系统数据统计,分析评估青岛市城乡一体化院前急救体系布局情况,提出青岛市院前急救体系建设存在的薄弱环节及面临的发展与挑战,为提升青岛市陆海空立体快速响应能力提出明确的对策和建议。

Taking the construction of pre-hospital emergency system in Qingdao as an example,this paper analyzes and evaluates the layout of urban and rural integrated pre-hospital emergency system in Qingdao by investigating and researching the construction of pre-hospital emergency network system,public health emergency medical rescue and guarantee capacity in Qingdao,using methods such as literature analysis,policy combing,on-site interviews,questionnaires,typical case combing and statistics on the data of medical priority dispatching command system in the past 5 years.The weaknesses and challenges of the prehospital emergency system construction in Qingdao are proposed,and clear countermeasures and suggestions are made to improve the three-dimensional rapid response capability of land,sea and air in Qingdao.
