成都市以产出为导向的建设用地资源配置研究

Research on Output Oriented Allocation of Construction Land Resources in Chengdu

基于对成都市近年来建设用地利用情况的分析,从经济、社会、生态三个维度把握建设用地的产出效益,最终构建综合评价指标体系并形成评价结果。研究结果显示,成都市近年来市区建设用地总量增速和建设用地率涨幅均趋于放缓,用地结构不断优化,投入强度不断提升。随着集约节约利用程度的提高,2016~2020年建设用地综合产出效益总体增加,其中经济效益稳中有升,社会效益持续向好,但生态效益则受到能耗和工业废气排放的增加不容乐观。结论认为,成都市建设用地的经济产出反映出工业化后期城市经济可持续发展的良好状态。在人口持续增加的背景下,建设用地的结构还需进一步调整,以保障更多的社会面需求。

Based on the analysis of the utilization of construction land in Chengdu in recent years,this paper holds the output benefits of construction land from the three dimensions of economy,society and ecology,and finally constructs a comprehensive evaluation index system and forms the evaluation results.The results show that in recent years,the growth rate of urban construction land and the rate of construction land tend to slow down,the land use structure is constantly optimized,and the investment intensity is constantly improved.With the improvement of the degree of intensive and economical utilization,the comprehensive output benefit of construction land increased overall from 2016 to 2020.Among them,the economic benefit was stable but increased,and the social benefit continued to improve.However,the ecological benefit was not optimistic due to the increase of energy consumption and industrial waste gas emission.It is concluded that the economic output of construction land reflects the good state of sustainable urban economic development in the late industrialization period.As the population continues to increase,the structure of construction land needs to be further adjusted to meet more social needs.
