Research on Centralized Procurement Strategy for Construction Projects Based on TCO Model

大型央企普遍采用集中采购模式,随着采购集中度不断提高,集中采购的产品质量差、后期运维费用高等弱点也逐步暴露。为破解这一难题,中国移动引入全生命周期总成本分析的方法,分产品建立TCO模型,对成本进行量化分析,识别影响总成本的关键项,有针对性地制定了相应的采购策略,降低产品总使用成本。

Large central enterprises generally adopt the centralized procurement mode.With the continuous improvement of procurement concentration,the weaknesses of poor product quality and high late operation and maintenance costs of centralized procurement are also gradually exposed.In order to solve this problem,China Mobile introduced the method of total cost analysis in the whole life cycle,established a TCO model by product,made a quantitative analysis of the cost,identified the key items affecting the total cost,and formulated the corresponding procurement strategy to reduce the total cost of the product.
