The Necessity, Reality and Inevitability of Political Morality Construction in the New Era

新时代领导干部政德建设处于应然与实然的张力状态之中。从应然目标来看,加强领导干部政德建设要以明大德为首要目标,锤炼坚强党性;以守公德为核心目标,坚守人民至上理念;以严私德为基础目标,注重修身律己;以强考核为现实要求,健全德性考核机制。就实然现状而言,当前加强领导干部政德建设面临永葆初心使命的独有难题,以及重“名利”轻“奉献”、认知偏差化与政德行为失范、政德建设机制尚不健全等多重困境。为此,新形势下加强领导干部政德建设要做到“两个维护”,凝聚政德共识;探索创新方式方法,培养政德心理;坚守人民评判标准,内化政德价值;坚持约束与激励齐抓,健全伦理保障。

The construction of political morality among leading cadres in the new era is in a state of tension between necessity and reality.From the perspective of necessity goals,strengthening the construction of political ethics for leading cadres should prioritize the cultivation of great virtues and cultivate strong Party spirit;adhere to the concept of putting the people first with the core goal of upholding public morality;take strict personal ethics as the basic goal,emphasizing self-cultivation and self-discipline;make strong assessment a practical requirement and improve the mechanism of moral assessment.As far as the reality is concerned,strengthening the construction of political ethics for leading cadres currently faces unique challenges in maintaining their original mission,as well as multiple dilemmas such as valuing“fame and fortune”over“dedication”,cognitive bias and misconduct in political ethics behavior,and the imperfect mechanism for political ethics construction.Therefore,in the new situation,strengthening the construction of political ethics for leading cadres should achieve the“two maintenances”and gather consensus on political ethics;explore innovative methods and cultivate political ethics psychology;adhere to the people’s evaluation standards and internalize the value of political ethics;adhere to both constraints and incentives,and improve ethical protection.
