RCEP下我国跨境电商的机遇与挑战研究

Research on the Opportunities and Challenges of Cross-border E-commerce in China under RCEP

《区域全面经济伙伴关系协定》的成功签署意味着当前世界上经贸规模最大、最具发展潜力的自由贸易区正式成立。在亚太地区,RCEP是首个为跨境电商制定了比较全面的规则的协定,推动中国与东盟国家之间的跨境电商发展进入新阶段。本文首先解读RCEP中与跨境电商相关的规则与措施,介绍中国—东盟跨境电子商务贸易量扩大、合作更加紧密、投资增加、产业结构互补性强等现状。其次提出在行业飞速发展的过程中也会暴露的一些问题,包括成员国发展不平衡、物流效率低、支付体系不完善、网络技术不健全。最后提出培养更多跨境电商相关专业人才、加快网络基础设施建设、统一跨境电商平台和支付系统、完善市场监管体系、清除运输障碍等建议,从而能够推动跨境电商健康、快速、可持续发展。

The successful signing of Regional Comprehensive Economic Partnership Agreement(RCEP)on 15 November 2020 means that the world's largest and most promising free trade area is now officially established.In the Asia-Pacific region,the RCEP is the first agreement that sets out a relatively comprehensive set of rules for cross-border e-commerce,driving a new phase in the development of cross-border e-commerce between China and ASEAN countries.This paper firstly explains the rules and measures related to cross-border e-commerce in the RCEP agreement,and introduces the current situation of China-ASEAN cross-border e-commerce trade volume,closer cooperation,increased investment,and strong complementarity of industrial structure.However,there are also some problems exposed during the rapid development of the industry,including the unbalanced development of member countries,low logistics efficiency,imperfect payment system and unsound network technology.Finally,proposes to train more professionals who enter e-commerce,accelerate the construction of network infrastructure,unify crossborder e-commerce platforms and payment systems,improve the market supervision system,and remove transportation obstacles,so as to promote the healthy,rapid and sustainable development of cross-border e-commerce.
