共同富裕背景下乡村文旅融合发展:典型案例、经验启示与路径优化——以广西三江侗族自治县和富川瑶族自治县为例

The Integrated Development of Rural Culture and Tourism under the Background of Common Prosperity:Typical Cases,Experience Enlightenment and Path Optimization:A Case Study of Sanjiang and Fuchuan in Guangxi

乡村文旅融合发展有利于保护和发展优秀传统文化、催生农村产业新业态、保护农村生态环境、拓展农民增收致富渠道、促进精神物质富裕和精神富足,是推进全面乡村振兴和共同富裕的有效途径。广西文旅融合发展具有生态优势、自然环境优势、政策优势和实践经验。文章通过总结梳理柳州三江侗族自治县、贺州富川瑶族自治县乡村文旅融合的典型做法、先进经验,发现把文化元素深度融入旅游发展全过程、创新文旅融合模式、加强基础设施建设、构建多元化宣传格局是赋能乡村文旅融合发展的可行举措。基于共同富裕的目标导向,推动广西乡村文旅融合发展重点是要:加强顶层设计,构建乡村文旅融合发展新格局;加速文旅智慧转型,增强乡村文旅融合发展带动力;探索集政府主导、市场参与、文化特色、项目牵引等一体化文旅融合发展模式;健全科学的不同主体利益调配保障机制,增强文旅融合发展凝聚力和持久力。

The integrated development of rural culture and tourism is conducive to the protection and development of excellent traditional culture,the birth of new formats of rural industries,the protection of rural ecological environment,the expansion of channels for farmers to increase income,and the promotion of spiritual material wealth and spiritual wealth.It is an effective way to promote comprehensive rural revitalization and common prosperity.The integrated development of culture and tourism in Guangxi has ecological advantages,natural environment advantages,policy advantages and practical experience.By analyzing and summarizing the typical practices and advanced experience of the integration of rural culture and tourism in Sanjiang of Liuzhou and Fuchuan of Hezhou,this paper finds that the deep integration of cultural elements into the whole process of tourism development,the innovation of the integration mode of culture and tourism,the strengthening of infrastructure construction and the construction of diversified publicity pattern are feasible measures to empower the integration of rural culture and tourism.Based on the goal orientation of common prosperity,the focus of promoting the integration of rural culture and tourism in Guangxi is to strengthen the top-level design and build a new pattern of integration of rural culture and tourism;accelerate the transformation of cultural tourism wisdom,cultivate and enhance the driving force of rural cultural tourism integration development;explore the integrated cultural and tourism integration development model that integrates government leadership,market participation,cultural characteristics,and project traction;improve the scientific guarantee mechanism for the allocation of interests of different subjects,and enhance the cohesion and sustainability of the integration of culture and tourism.
