宁夏水利建设项目后评价现状及进展研究

Research on the current status and progress of post-evaluation in water conservancy construction projects in Ningxia

在全面梳理我国水利建设项目后评价发展历程及理论、方法基础上,结合宁夏回族自治区清水河防洪治理工程后评价实践案例,分析总结了宁夏水利建设项目后评价工作中,存在现行体制机制滞后于行业发展需求,侧重点不突出、评价深度不够,相关理论和应用研究薄弱等不足。对此给出了健全机制、构建项目后评价良性循环,完善顶层设计、加快推动项目后评价制度建设,强化理论研究、着力提升项目后评价实践应用的发展建议,以期推动完善宁夏水利建设项目后评价工作,助力宁夏水利高质量发展治理体系和治理能力现代化。

Based on a comprehensive review of the development history,theories,and methods of post-evaluation in China’s water conservancy construction projects,and drawing insights from the practical case of the post-evaluation of the Qingshui River flood control project in Ningxia Hui Autonomous Region,this study analyzes the existing shortcomings in the post-evaluation work for water conservancy projects in Ningxia.These deficiencies include a lagging system and mechanism that fails to meet the industry’s development needs,lack of prominent focus and insufficient evaluation depth,and a deficiency in relevant theoretical and applied research.To address these issues,this paper proposes recommendations to strengthen the system,establish a virtuous cycle for post-evaluation of projects,improve top-level design,expedite the construction of the post-evaluation system,enhance theoretical research,and focus on improving the practical application of project post-evaluation.These proposals aim to promote the enhancement of post-evaluation work in water conservancy construction projects in Ningxia and contribute to the modernization of the governance system and capabilities for high-quality water management in the region.
