信息生态视角下政府开放数据治理机制构建研究

Research on the Construction of Government Open Data Governance Mechanism from the Perspective of Information Ecology

[目的/意义]旨在促进政府开放数据治理能力和治理效率的同步提高,以促进政府开放数据潜在价值的发挥。[方法/过程]基于信息生态理论,从三个层面梳理政府开放数据生态系统的构成要素,在此基础上将政府开放数据生态治理机制解析为六个机制,并分别进行构建。[结果/结论]构建了政府开放数据生态治理机制整体框架,以促进政府开放数据的生态治理。

[Purpose/significance]This paper aims to promote the simultaneous improvement of the government’s open data governance capability and governance efficiency,so as to promote the potential value of the government’s open data.[Method/process]Based on information ecology theory,the constituent elements of the government’s open data ecosystem are sorted out from three levels.On this basis,the government’s open data ecological governance mechanism is analyzed into six constituent mechanisms to construct.[Result/conclusion]The overall framework of the government’s open data ecological governance mechanism is constructed to promote the ecological governance of government open data.
