面向突发公共卫生事件预警阶段的应急情报介入研究

Research on Emergency Intelligence in the Early-warning Stage of Public Health Emergencies

[目的/意义]主要面向突发公共卫生事件的预警阶段,研究该阶段应急情报的介入问题,发挥应急情报的支撑作用。[方法/过程]介绍了突发公共卫生事件、应急情报两个基本概念,归纳剖析两个方面的研究现状,阐述了应急情报介入突发公共卫生事件预警阶段的必要性,提出“监测-识别”“分析-预报-应对”阶段中应急情报系统存在的问题并初步构建突发公共卫生事件预警阶段应急情报系统。[结果/结论]预警阶段是突发公共卫生事件应急管理过程中的首要阶段,研究该阶段的应急情报介入能够更加明确预警工作内容,为后续的决策处置打下良好基础。

[Purpose/significance]It is mainly aimed at the early-warning stage of public health emergencies studying the intervention of emergency intelligence in this stage,and playing the supporting role of emergency intelligence.[Method/process]The paper introduces two basic concepts of public health emergencies and emergency intelligence summarizes and analyzes their research status elaborates the necessity of emergency intelligence intervention in the early-warning stage of public health emergencies and finally finds out the problems of emergency intelligence in the stages of“monitoring-identification”and“analysis-forecast-response”and initially estabishes the emergency intelligence system in the early-warning stage of public health emergencies.[Result/conclusion]The early-warning stage is the first stage in the emergency management process of public health emergencies so studying the emergency intelligence intervention in this stage can make the early-warning work more clear and lay a good foundation for the subsequent decision-making.
