协同视角下APP个人信息安全监管的三方演化博弈研究 被引量:2

摘要 [目的/意义]APP个人信息安全问题日益引起社会各界的广泛关注,研究协同视角下的APP个人信息安全监管问题具有一定的现实意义。[方法/过程]构建协同视角下监管机构、APP运营方、用户三方共同参与的演化博弈模型,借助Lyapunov第一法则计算均衡点的稳定性条件,并运用Matlab仿真分析各个演化稳定策略以及各参数变化对博弈主体的影响。[结果/结论]仿真结果表明,博弈系统存在三个演化稳定策略,分别对应我国APP个人信息安全监管的发展初期、过渡期和成熟期;三方参与主体的行为策略与用户积极监督成本、监管机构监管成本、处罚力度和协同收益等因素密切相关。监管机构应加大处罚力度、降低监管成本,加强APP运营方自律,完善线上线下维权机制,引导用户参与监管,构建多元主体协同监管的格局。 [Purpose/significance]Personal information security issues in APP is becoming more and more serious which has caught extensiveattention from all walks of life.It is of practical significance to study the supervision of APP personal information security in the perspective of collaboration.[Method/process]This paper constructs an evolutionary game model in which regulators APP operators and users participate together in the perspective of collaboration calculates the stability conditions of the equilibrium point by Lyapunov s First Method and analyzes the influence of each evolutionary stability strategy and parameter change on the game subject by Matlab simulation.[Result/conclusion]The simulation results show that there are three evolutionary stable strategies in the game system which correspond to the initial development transition and maturity of APP personal information security supervision in China;the behavior strategy of the tripartite participants is closely related to the factors such as the cost of active supervision of users the cost of supervision of regulators the intensity of punishment and the synergistic benefits.Regulatory agencies should increase penalties reduce supervision costs strengthen the self-discipline of APP operators improve the online and offline rights protection mechanism guide users to participate in supervision and build a multi-subject collaborative supervision pattern.
