摘要
内部市场化是在契约关系基础上对企业内部出现的动力不足、内控不严、责任不清等问题进行合理解决,当前煤炭企业已经施行了内部市场化管理模式,但所产生的效果并不明显,在内部市场化管理观念、政策条件、激励机制以及沟通反馈等诸多方面仍存在较多问题,因此,本文立足于煤炭企业内部市场化管理问题,利用PDCA模型从政策条件、顶层设计、执行规范以及分析改进等层面对问题进行持续改进,从而确保煤炭企业得以实现高质量、高效率发展。
Internal marketization is a reasonable solution to problems such as insufficient motivation,lax internal control,and unclear responsibilities that arise within an enterprise based on contractual relationships.Currently,coal enterprises have implemented an internal market-oriented management model,but the results are not obvious.There are still many problems in the concept of internal market-oriented management,policy conditions,incentive mechanisms,and communication feedback.Therefore,this article is based on the internal market-oriented management issues of coal enterprises,using the PDCA model to continuously improve the problems from policy conditions,top-level design,execution standards,and analysis and improvement,in order to ensure that coal enterprises can achieve high-quality and efficient development.
