共同富裕视阈下白鹤滩水电站移民安置实践与创新

为更好依托水电开发促进地方经济社会发展、实现共同富裕目标,以金沙江白鹤滩水电站为例,分析影响移民共同富裕的因素,总结水电移民安置实践创新的具体措施。结果表明:水电工程建设阶段不同方式的移民安置创新措施,有效改善了移民人居环境,完善了地方交通、水利等重大基础设施,提升了库区教育医疗文化水平,为共同富裕奠定了坚实基础。从实现共同富裕目标的长远角度,建议以水电开发为契机,地方政府加强政策指导、电站法人深化企地合作、移民积极开发利用库区特色资源。

For better rely on hydropower development to promote local economic and social development and realize the goal of common prosperity,this paper illustrated by the case of Baihetan Hydropower Station,and analyzed the factors affecting the development of immigration and summarized the concrete measures of hydropower immigration practice and innovation.The results showed that different immigration innovation and practice measures at hydropower project construction stage,improved the living environment for migrants effectively,and perfected major local infrastructure such as transportation and water conservancy,and upgraded the level of education,medical care and culture in the reservoir area,laid a solid foundation for common prosperity.From a long-term perspective of achieving the goal of common prosperity,it is suggested that all parties in society need to take hydropower development as an opportunity,local governments strengthen policy guidance,the project legal person deepen cooperation between enterprises and local governments,and the immigrants develop and utilize the characteristic resources of the reservoir area actively.
