党的二十大强调,“推进高水平对外开放”、“维护多元稳定的国际经济格局和经贸关系”。黑龙江省第十三次党代会提出了建设“开放龙江”的战略目标。依托RCEP等多边合作机制,不断深化合作、开展战略对接,对黑龙江省构筑向北开放新高地、以及进一步推进黑龙江省“高水平对外开放”具有重要的现实意义。

The 20th National Congress of the Communist Party of China,emphasized that"promoting high-level opening up"and"maintaining diversified and stable international economic pattern and economic and trade relations".The 13th Party Congress of Heilongjiang Province proposed the strategic goal of building an"open longjiang".Relying on multilateral cooperation mechanisms such as RCEP,continuously deepening cooperation and carrying out strategic docking are of great practical significance for building a new highland,opening up to the north in Heilongjiang Province and further promoting its"high-level opening up to the outside world".
