北京大力推进中国(北京)自由贸易试验区和国家服务业扩大开放综合示范区建设背景下,建设综合保税区是其布局中的重要举措。一系列利好政策将促进综合保税区外向型产业稳步增长,对综合保税区专门关务人才需求增加。完善专门培养综合保税区关务人才的培养方案,从综合保税区专门关务人才培养的必要性、知识体系、困境以及解决方案几个方面提出构想,围绕如何能更好地培养适应北京地区大力推进综合保税区建设的关务人才,提出政行企校共同合作的建议,各合作方各司其职通力合作,共同促进综合保税区关务人才的培养,为综保区建设发展提供良好的人力资源保障。

Under the background of Beijing vigorously promoting the construction of the“Two Zones”,the construction of the comprehensive bonded area is an important measure to promote the construction of the“Two Zones”,which will promote the steady growth of inward and outward oriented industries in the comprehensive bonded area,which will generate a large demand for specialized customs personnel in the comprehensive bonded area.So this paper proposes to improve the training program for specialized personnel for customs affairs in the comprehensive bonded area,and proposes ideas from the aspects of the necessity,knowledge system,difficulties and solutions of training specialized personnel for customs affairs in the comprehensive bonded area,focusing on how to better train customs affairs personnel who can adapt to the construction of the comprehensive bonded area in Beijing,and put forward the proposal of cooperation between the government,industry association,the enterprise and the university.All partners should work together to promote the training of customs affairs talents in the Comprehensive Bonded Zone and provide good human resources guarantee for the construction and development of the Comprehensive Bonded Zone.
